A. Our State / Federal advocacy and proposals 
    programs are designed not only for currently 
    inadequate procedures; it also, works to purpose  
    changes, in which majority of cases the agency
    themselves, end up embracing.  Some examples
    would be;
     1) Currently in California a person with a
          permanent disability must re-apply each year for a blue
          handicap placard.  In the case of individual born with
          neither arms nor legs, this is a non-essential, redundant 
          process.  The agency themselves support us in this 
          effort.
      2) In Home Support Services is required to
          do annual inspection of each recipient, and is limited to
          increasing or decreasing hourly support benefits.  We
          have suggested that one time expenditures on their
          part for example to replace some support assistance by
          robotic devices in many cases prove to be much more
          cost effective.  The agency is very receptive to this
          proposal.
